USA Vs. Argentina

(Córdoba, December of 2000) Last November of 2000, the Argentine Embassy in Washington (USA) received the communication formally that, the Department of Commerce of the United States had begun an investigation in order to determine if subsidies or economic compensations have existed, in the Argentine Honey exported to the USA, dedicated so much to beekeepers as to exporters.
The Sioux Honey Association and the American Honey Producers Association has presented a demand requesting this investigation against China and Argentina. They presume that China and Argentina sales honey to the United States below a reasonable price (well-known as Dumping) and against Argentina in particular for presumed subsidies of the State to the beekeepers and that they affected the exports carried out in 1999.

Argentine Production Destination

Córdoba, March of 1997. The annual production of honey in Argentina is about 80.000 Tn. This amount is conditioned by two variables, the climate and the constant development that the activity has in our country. This last aspect has been of crucial importance to be able to maintain the exports in the order of the 65.000 Tn yearly, in spite of the serious droughts that affected the last three beekeeping seasons.

More than 90% of the honey harvested in the country, it is exported. Officially the internal honey consumption is very low, but it is necessary to consider that almost beekeepers' that possess less than 40 beehives entirety sells its production in the informal market, to members of its family, friends or neighbors, being impossible to determine certainty the quantity of honey that is marketed in those circuits.

Another is the external market situation. The fiscal and customs officers controls allow to have a quite near approach to the reality. In this field the commercialization structure consists on some few exporters companies with an uncertain number of brokers. The brokers dependent, in most of the cases, of these companies who buy the honey to the producer and they export it, to bulk, in drums of 330 kilograms.

The fall in the honey exports of countries like China and Mexico, the demand up to now sustained of this natural product so noble, with very good origin quality, the reduction of the subsidies that the industrialized countries gave to their producers and the considerable reduction in the yield average for beehive, it has allowed, in so far in this last half a decade of the century (march of 1997), a considerable improvement of the price for kilogram of honey to the beekeeper. To who was not so affected by the climatic setbacks, this improvement of the price also allowed him to retain their production partly, making it influence in the honey international price formation.

DUMPING TODAY

(Córdoba, March of 2001) Just as we announce it in our previous edition it comes closer a preliminary resolution, of the Department of Commerce of the United States, around the demand for presumed Dumping and subsidies to the production presented by the entities mentioned appropriately against the Argentine honey.
The article describes the performances carried out by official entities and private companies in the first place.
Then we dedicate a special paragraph about the INSUBSTANTIAL FOUNDATIONS in that the Department of Commerce of the United States would base its demand shamefully.
Seemingly the Department of Commerce bases the whole juridical unfolding, of its accusation for presumed Dumping, in a severals analysis costs published not by professionals of the Economic Sciences in a magazine, with less than two years of existence, without the professional guarantee neither of any camera or representative entity of the sector.
It is incredible, but it is probable that the Argentinean beekeepers should hire the services of very expensive international countable studies to refute the appreciations of an upstart.
If the Department of Commerce of the United States bases its legal action in those presumed ones "analysis of costs" it is not honest.

PRODUCTION SYSTEMS IN ARGENTINA

Córdoba, March of 1997. In spite of being a scarce technological country development and null planning, the argentine beekeeping materialsas hives (boxes), bootoms, cover, frames, they are completely standard (Langstroth) in the whole country. All the materials factories work with Langstroth measures, with small variants that don't affect their compatibility. This make a great competition in quality and price. The wood that are used for their production are also all of national origin and of unbeatable qualities for each part of the beehive, being the most common: "Algarrobo" (prosopis alba and nigra), "Caldén" (prosopis caldenia), Eucaliptus saligna, elliotii Pine, paraná Pine, brasil Pine, etc.

Another point can affirm about the honey extraction machineries. From a beginning the makers were incorporating technological developments chords to the demands of the market and the productive and acquisitive capacity of the beekeepers. It is so, the extensive machineries range that is to the beekeepers' disposition, satisfies the necessities so much of those who develop the activity like a hobby until those companies that overcome 2000 beehives. The necessities of those that begin with a handmade project of subsistence until those who aspire to place their production in the most demanding markets, with total quality development from a highly professionlism apiaries handling until the biggest sophistications of having packed and packaging.
